Mark W. Bagnall, CLU

Mark is founder and CEO of BAGNALL (as we transition to Gallagher Benefits, Mark will serve as Area Vice President). With over 37 years of professional experience, his strong leadership skills and commitment to client satisfaction have helped him soar to a respected leader in the benefits industry.

Mark founded BAGNALL in 1995. Since then, the company’s principles, ethics, and strategies has produced an organization with a client equivalent premium base of over $50 million and nearly 70 clients.

Prior to forming BAGNALL, Mark held various management positions with several companies, starting in 1977 with a major insurance company. There, he propelled himself to several management level posts and received his Chartered Life Underwriter (CLU) designation during his 12-year tenure with the company. Mark subsequently enjoyed a six-year management stint with a large regional employee benefits firm before venturing out on his own.

Mark has consulted with some of the largest managed healthcare companies in the United States. Other noteworthy professional accomplishments include developing products in managed healthcare and flexible benefits for Third Party Payors, serving as an expert witness in employee benefit litigation, serving as Past President of the Arizona Employee Benefit Association, and serving as past chairman of the board of directors for SAFE Q Federal Credit Union.

A graduate of the University of Arizona with a bachelor’s degree in business administration, Mark received his Certificate in Employee Benefits Law in 2003 specializing in the complexities of employer-sponsored group benefits. He also holds the Certificate in Public Plan Policy from the International Foundation of Employee Benefit Plans (IFEBP) and has Affordable Care Act certification from the Health Underwriters Association.

Mark and his wife, Lynn, have one daughter. While his “pilot” days are over, he enjoyed many years flying his plane and has over 500 hours as pilot in command.

 

Cynthia

Cynthia Walter, RHU, REBC

Cynthia is a Area President of BAGNALL.  Her primary responsibilities are in the area of health insurance consulting service operations.  In particular she manages the structure, resources and delivery of health insurance consulting services.  Her present client based responsibilities include product integration, operations efficiency, contract review, employee education, benefit branding, and claim dispute resolution. 

 

Before joining BAGNALL, she was a senior client executive at a major healthcare and multi-specialty insurance company.  During this time she worked with mid to large size corporations in all phases of benefits service and administrative solutions. Cynthia was identified as a leader by her executive peers and selected to participate in a distinguished executive leadership grooming program. 

 

Cynthia is a Registered Health Underwriter (RHU) and a Registered Employee Benefit Consultant (REBC).  She currently sits on the Compliance committee for United Benefit Advisors.  Cynthia was recently honored as one of the “Most Influential Women in Arizona” by Arizona Business Magazine in 2015. 

 

Cynthia graduated Magna Cum Laude from Arizona State University (ASU) College of Business Honors with a Bachelor of Business Administration degree, majoring in Marketing.  She also served as President of the American Marketing Association.  Cynthia has been an active member of the Vistage Key Executive Leadership program since 2010.

Adam Walter is Area Vice President of Business Development & Services.  His primary responsibilities are in the area of healthcare consulting.  In particular, he provides consulting services to corporations, governmental entities, professional service organizations, and legislators.  His present responsibilities focus on financial management, underwriting issues, self-funding strategy, operations, legislative analysis, compliance and employee health lifecycle management.  Adam is a frequent speaker at professional conferences and seminars.

 

Before joining BAGNALL, Adam worked with two major healthcare and multi-specialty insurance companies where he specialized in the large group employer sector as both an underwriter and client executive.  His  responsibilities included plan pricing, risk and retention analysis, reinsurance evaluation, network discount review & repricing, disruption analysis, pharmacy efficiency studies, adverse selection forecasting, alternate funding pricing and training, program design & appraisal, cost & contribution impact analysis, data mining and reporting, claim and clinical audit review, wellness program design & integration, contract development & interpretation, and overall compliance assessment related to Federal, State and Local regulations.

 

Adam recently served as Legislative Director for the Arizona Association of Health Underwriters and worked with both State and Federal legislators to shape healthcare reform policy.  He is a veteran of the United States Air Force and graduated Summa Cum Laude from the University of Arizona with a Bachelor of Science degree, majoring in Finance. 

 

Bryan

As a Business Development & Services Consultant, Bryan is responsible for strategizing the human capital needs of our current and prospective clients.  With a clear understanding of these needs, he develops and implements innovative employee benefit and human resource programs. His efforts allow employers to remain ahead of the curve in the ever-changing world of human capital management.

Bryan began his employee benefits career as a group specialist for a leading insurance carrier.  He provided services and strategies to employer groups ranging from 10 to 4,000 lives. His experience in the group benefit arena has solidified his knowledge of the complex contractual nuances of insurance products and the variety of benefit communication processes that lend to their successful implementation. His success in this arena is attributed to his responsiveness and attention to detail.

After attending Clemson University and Washington State University on baseball scholarships, he received a bachelor’s degree in social sciences with emphasis on communication, business, and economics. He holds his Arizona Health & Life license and is currently pursuing a Certified Employee Benefit Specialist (CEBS) professional designation.

Bryan currently holds the industry designation of Group Benefits Associate (GBA).

 

Lisa

Lisa Weston works as your wellness coordinator as Area Director of Wellbeing & Engagement.  She brings superior administrative skills gained through positions in healthcare, education and the public sector.  Her past experience includes wellness program development, implementation and monitoring for many sizes of employers and she brings that experience to BAGNALL clients.

Lisa believes that Wellness programs should be educational with a “whole health” approach.  She has implemented a variety of wellness initiatives that have enjoyed a history of excellent participation rates.  One of the programs implemented for a large employer encouraging exercise achieved a 65% participation rate among active employees.

Lisa is a Certified Wellness Program Director and Corporate Wellness Coach with a dual Bachelor of Science degree in Business Administration and Management.  She has a strong background in health education, organization and efficiency management and healthcare improvement.  Lisa is a member of the Wellness Council of America.  Lisa has achieved WELCOA Faculty status for her extensive training in building results oriented Workplace Wellness programs.  Additionally, Lisa is a Certified Tobacco Interventionist through Maricopa County Department of Public Health.

Lisa is a fourth generation Arizona native and is active in her community. She is a self-motivated individual with a positive attitude and a passion for helping others.

As Area Vice President of Human Resource Consulting, Lynda supports our clients to promote positive employee relations practices such as on-boarding, retention, employee relations and training and development.

 

She has over 20 years of professional human resources experience and her expertise includes employment practices and policies administration, employee performance development, compensation assessments and conflict resolution through mediation and training.  She has strong HR Generalist background and draws upon it to provide superior customer service.  Her ultimate goal is to assist our clients maximize their investment in the human capital component of their organizations.

 

Prior to joining BAGNALL, Lynda served as an HR administrator for companies of various sizes and industries and played a key role in supporting the client’s strategic goals and mission. She has served as the HR Manager to large international corporations and several small to mid-size companies as well.

 

Lynda graduated Magna Cum Laude from the State University of New York (SUNY) with a Bachelor’s Degree in Psychology. She is certified as a Senior Professional of Human Resources (SPHR) with the Society of Human Resources Management (SHRM) and has also obtained a Certificate in Employee Relations Law from the Institute for Applied Management and Law Inc.  Lynda has lived in the Phoenix metro area for over 20 years.
